TOWN OF VERMONT PLAN COMMISSION MEETING

MAY 30, 2006

The meeting was called to order by the Chair of the Commission Mark Sherven at 7:30 p.m. The Commission Secretary Marian Swoboda certified the posting of the notice of meeting at the Black Earth State Bank, Amcore Bank in Mount Horeb, on the front door of the Town Hall and on the town web site, www.townofvermont.com: also published in the News Sickle Arrow and the Mount Horeb Mail.

Members present: Mark Sherven, Marian Swoboda, Donald McKay, Marc Robertson, Barbara Grenlie and Jim Elleson. Members absent: Bruce Ellarson.

APPROVAL OF AGENDA

Motion was made by Donald McKay seconded by Jim Elleson and carried to approve the meeting agenda.

APPROVAL OF MINUTES

Motion was made by Barbara Grenlie seconded by Donald McKay and carried to approve the minutes of the April 24, 2006 meeting.

INFORMATIONAL DISCUSSION WITH RICHARD AND ELLIE LARSON ON POTENTIAL DEVELOPMENT RIGHTS

Due to the absence of the Larsons,

Motion was made by Jim Elleson seconded by Barbara Grenlie and carried to postpone discussion on this matter until the Larsons are present.

RICHARD KELLY PETITION DISCUSSION

In response to a request from the commission Mr. Kelly presented a map showing the proposed driveways and the 66' public road frontages required for rezoning four lots on his property located on Woodchuck Crossing Road. He also reported that in his conversation with the county planning and development office it was suggested that a certified survey map accompany each of the four zoning petitions together with a legal description of the driveways and 66' right-of-ways. Because he has no plans to develop the lots except one for himself sometime within the next couple of years he preferred to postpone some of the documentation The Commission concluded in order for the town to approve rezoning requests, home site and driveway approval are required along with a driveway erosion control plan and approved soil septic testing. The Commission noted the recent four lot division of the Zarndt farm as an example.

The commission listed the following documentation as pertinent to the Kelly applications: I. A new map showing home site location with corrected acreage (to include 66' right-of-ways) 2. legal descriptions or certified survey maps of home sites and driveways 3. revised application forms 4. corrected driveway permit applications 5. drafted easements for shared driveways and erosion control plans for driveway construction.

Motion was made by Donald McKay seconded by Jim Elleson and carried to postpone action on Richard Kelly's land use applications until the materials listed above are received.

DANE COUNTY MEMO CONCERNING ZIEMER PETITION NO. 9479

A memo addressed to Mark Sherven from the Dane County Planning and Development office gave notice that the ZLR work committee on May 9th had postponed action upon the Ziermer Petition No.9479, requesting that the Town of Vermont review the petition along with new information supplied to the ZLR committee at that time.

The Commission reviewed the petition along with the new material provided, after which

Motion was made by Jim Elleson seconded by Marian Swoboda and carried to recommend to the Board they report to the County ZLR Work Committee that we have reviewed Petition No 9479 along with the new information provided and that we reaffirm our recommendation to approve the petition.

This agenda item was postponed by the Chair due to the lateness of the hour.
